Designing for Economic Mobility: Land Use Planning, Behavioral Science, and the SHIFT Framework in East Africa

Our impact has been felt since 2011 in Texas and since 2021 in East Africa. With US AID on the brink of extinction it is time for another international development organization to step in, and move efforts forward. The SHIFT Framework is a conceptual approach developed over two decades to address how mindset, education, and economic mobility intersect.

SHIFT | BDS:  New agencies for United States international development. 

Initially rooted in addressing systemic adversity in urban communities, the framework has expanded into a practical tool for driving transformation by exploring how access, education, and social capital shape human power. Team SHIFT first came to light as a youth program in the Brazos Valley, a seven county network in Central Texas.

SHIFT Enterprise Academy, through its operations in the United States, Uganda, and Kenya has introduced the framework to thousands of individuals, focusing on digital literacy, economic empowerment, and entrepreneurship.

These efforts have demonstrated the power of mindset shifts. Particularly when paired with significant infrastructure and land use planning The SHIFT Approach. East Africa’s rapid urbanization provides a fertile ground to explore how the physical environment influences the human mindset, especially the limbic system, which governs emotions, behavior, and decision-making.

This work seeks to bridge the gap between land use planning, behavioral science, and the SHIFT Framework to uncover how transportation, housing, and other key infrastructure can enable economic mobility and transform lives.
